Abstract
To investigate strategies or enhancing farmers’ participation in rural public goods provision and stimulate rural endogenous development, this study empirically explore the effect of social capital on the farmers’ participation in rural public goods provision by using the Hierarchical Linear Model (HLM). Based on survey data from 923 households across 93 villages in Hebei, Shaanxi, Jiangsu, and Fujian provinces, the influence the mechanism is examined by employing a moderated mediation model from the perspective of farmers’ participation willingness, farmers’ family income and village elite capacity. The key findings reveal that: 1) Social capital accumulation promotes farmers’ participation with strengthened social networks facilitating information dissemination and social supervision, and active social engagement reinforces farmers’ collective responsibility. 2) Village-level factors account for 43.5% of participation variance, where publicly releasing the participation list effectively increases engagement probabilities. However, farmers residing in villages with higher collective economic income and longer distances from the county government are less likely to participate in rural public goods provision. 3) Social capital affects farmers’ participation behavior by influencing their willingness to participate. Family income has a significant positive moderating effect on the transformation of willingness to participation behavior, while the capacity of village elite plays a negative moderating effect. Based on this, to enhance farmers’ participation in rural public goods provision, the local government should cultivate farmers’ social capital by encouraging social activities and strengthening social norms and optimize the function of the rural elites in promoting rural governance and improve the capacity of rural elites.
