新质生产力视角下中国农村土地制度的发展逻辑与优化路径

The Development Logic and Optimization Path of China's Rural Land System from the Perspective of New Quality Productivity

摘要

新质生产力是推动农业农村现代化的核心引擎，其与农村土地制度存在“发展目标-发展举措-约束条件-时代背景”的多维逻辑耦合。文章引入动态系统论、博弈论与外部性理论，构建“劳动力-生产资料-生产关系”三维分析框架，揭示农村土地制度适配新质生产力的学理基础。当前，农村土地制度存在显著滞后性：在劳动力维度，农村土地制度发展缺乏素养基础，难以支撑现代农业发展；在生产资料维度，农村普遍尚未建立涵盖土壤、水、生物等多要素的科学资源管理体系；在生产关系维度，农户社会保障安排、农村土地流转交易制度及其法治监管体系不符合新质生产力发展要求。因此，应通过技能培训与利益引导培育新型农业经营主体，破解劳动力素养瓶颈；重构包含经济、生态、社会价值在内的全要素估值体系，推动资源管理从面积管控向“质量-功能”协同治理转型；构建“福利补贴+履约保证保险+全流程监管”的复合治理机制，降低交易成本、强化风险防范。

Abstract

New productive productivity is the core engine driving agricultural and rural modernization. It exhibits a multidimensional logical coupling with the rural land system, encompassing "development goals-development measures-constraint conditions-historical context". This article introduces dynamic systems theory, game theory, and externality theory to construct a three-dimensional analytical framework of "labor force-means of production-production relations", revealing the theoretical basis for the adaptation of the rural land system to new productive productivity. Currently, the rural land system exhibits significant lagging: in the dimension of labor force, the development of rural land system lacks the necessary quality foundation of farmers and organizations, making it difficult to support the development of modern agriculture; in the dimension of means of production, a scientific resource management system encompassing soil, water, biology, and other elements has not yet been established in rural areas; in the dimension of production relations, the social security arrangements for farmers, the circulation and trading system of rural land and its legal supervision system do not meet the development requirements of new quality productivity. To address this, firstly, we should cultivate new agricultural land management entities through skill training and interest guidance to break the bottleneck of labor quality; secondly, we should reconstruct a comprehensive factor valuation system that includes economic, ecological, and social values, promoting the transformation of resource management from area control to "quality-function" collaborative governance; thirdly, we should form a composite governance mechanism of "welfare subsidies+performance bond insurance+full-process supervision" to reduce transaction costs and strengthen risk prevention.
