“十五五”时期加快农业农村现代化：现实基础与路径探析^*

Accelerating the Modernization of Agriculture and Rural Areas during the 15th Five-Year Plan Period: Foundations and Pathways

摘要

经过“十四五”时期的建设，我国加快农业农村现代化的条件更加充分，预计“十五五”时期农业农村现代化有望迈入更高水平的发展阶段。以2035年基本实现农业农村现代化的目标为参照，现阶段其基础仍有待夯实。面对更加复杂多变的国内外形势，在保障粮食稳定供给、建设现代化大产业、补齐农村现代生活条件短板、促进乡村可持续发展和建立城乡要素双向流动格局等方面，还存在突破梗阻，需积极应对挑战。为深入贯彻落实党的二十届四中全会精神，“十五五”时期加快农业农村现代化，应明确基本遵循，把握好目标落实的原则，明确粮食安全、现代产业、乡村建设、改革创新、民生保障、城乡融合等领域的战略重点，通过统筹处理好若干重大关系，突破重点任务，推动各项工作持续落实，确保农业农村现代化再迈新台阶，更有力支撑中国式现代化。

Abstract

Sustained efforts during the 14th Five-Year Plan period have led to increasingly favorable conditions for agricultural and rural modernization acceleration. It is expected that this modernization will enter a more advanced developmental stage in the 15th Five-Year Plan period. However, when assessed against the goal of basically achieving agricultural and rural modernization by 2035, the current foundations require further consolidation. Particularly amid an increasingly complex and volatile domestic and international environment, persistent bottlenecks remain in several critical areas: ensuring stable grain supply, fostering modern and competitive agricultural industries, addressing deficiencies in rural living conditions, promoting sustainable rural development, and establishing an institutional framework for two-way urban-rural factor flows. These challenges necessitate proactive and systematic policy responses. Guided by the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, accelerating agricultural and rural modernization during the 15th Five-Year Plan period requires clarifying the fundamental guiding framework, adhering to sound principles for implementation, and defining strategic priorities in food security, modern industrial development, rural construction, reform and innovation, people's well-being, and urban-rural integration. By properly coordinating major relationships and achieving breakthroughs in these key tasks, the sustained implementation of relevant initiatives can be ensured. This will propel agricultural and rural modernization to a new level, thereby providing stronger support for the advancement of Chinese modernization.
