推动县域经济高质量发展若干问题探讨^*

Exploring Key Issues in Promoting High-quality Development of the County-level Economy

摘要

县域是中国式现代化的基础实践单元，县域经济能否实现高质量发展，直接关系中国式现代化的成色。文章立足中国式现代化建设的时代背景，从宏观职能承载、要素优化配置、城乡功能耦合、居民就业增收等四个维度阐述县域经济的重要功能，并从战略、制度、技术等层面分析县域经济实现高质量发展的时空条件，重点从内外部治理关系角度，探讨影响县域经济高质量发展的结构性问题，包括率先在县域破除城乡二元结构，促进县域产业与人口、空间结构匹配，兴业与强县、富民一体发展，产业结构与要素禀赋结构耦合协调等。应强化县城枢纽功能，加快破除妨碍城乡要素平等交换、双向流动的制度壁垒，培育壮大县域富民产业，健全县域商业体系，提升县域科技创新能力，推动县域经济高质量发展。

Abstract

County-level regions serve as the fundamental practical units of Chinese-style modernization. Whether the county-level economy can achieve high-quality development directly bears on the quality and effectiveness of Chinese-style modernization. Based on the historical context of Chinese-style modernization, this paper expounds the important functions of the county-level economy from four dimensions: undertaking macro-level functions, optimizing factor allocation, coupling urban-rural functions, and increasing residents' employment and income. The temporal and spatial conditions for the high-quality development of the county-level economy from strategic, institutional and technological perspectives were also analyzed. Focusing on the internal and external governance relations, this paper probes into the structural issues affecting the high-quality development of the county-level economy, including taking the lead in breaking down the urban-rural dual structure at the county level, promoting the matching between county-level industries, population and spatial structure, realizing the integrated development of industrial prosperity, strong counties and wealthy people, and coupling and coordinating the industrial structure with the factor endowment structure. Efforts should be made to strengthen the hub function of county seats, accelerate the removal of institutional barriers hindering the equal exchange and bidirectional flow of urban and rural factors, foster and expand county-level industries that enrich the people, improve the county-level commercial system, enhance the capacity of county-level scientific and technological innovation, and boost the high-quality development of the county-level economy.
