新型农村集体经济健康发展：核心要义、现实困境与推进对策^*

Healthy Development of New Rural Collective Economy: Core Significance, Current Predicament and Promotional Strategies

摘要

新型农村集体经济作为推动乡村全面振兴、实现共同富裕的重要支撑力量，其健康发展对于破解城乡发展不平衡、农村发展不充分问题具有关键意义。文章在明确新型农村集体经济健康发展核心要义的基础上，探讨了其发展过程中面临的现实困境。研究发现：第一，新型农村集体经济健康发展的核心要义体现为规范农村集体经济组织及其运行管理、农村产权流转交易，加强农村集体资产监督管理，严控集体经营风险和债务规模；第二，从实践层面看，新型农村集体经济面临着组织结构有待健全、运行机制亟须完善、监督管理仍需强化以及风险防控亟待加强等多重梗阻。为此，需从完善组织机构建设、优化组织运行机制、强化监督管理制度、建立风险防控机制和加强政策法律保障等维度协同发力，为“十五五”时期推动新型农村集体经济高质量发展提供有益的政策参考。

Abstract

The healthy development of the new rural collective economy, as an important supporting force in promoting comprehensive rural revitalization and achieving common prosperity, is of crucial significance for solving the problems of imbalanced urban-rural development and insufficient rural development. On the basis of clarifying the core principles of the healthy development of the new rural collective economy, the practical difficulties faced in the development process of the new rural collective economy were explored and the targeted measures were proposed to promote it. Research had found that: Firstly, the core essence of the healthy development of the new rural collective economy was reflected in regulating rural collective economic organizations and their operation and management, rural property rights transfer and trading, strengthening the supervision and management of rural collective assets, and strictly controlling collective business risks and debt scale. Secondly, from practical perspective, the new rural collective economy was facing multiple obstacles, such as the requirement to improve its organizational structure, the urgent requirement to improve its operational mechanisms, the requirement to strengthen supervision and management, and the urgent requirement to enhance risk prevention and control. Therefore, efforts should be made in a coordinated manner from multiple dimensions, including improving organizational structure, optimizing organizational operation mechanisms, strengthening supervision and management systems, establishing risk prevention and control mechanisms, and enhancing policy and legal guarantees, providing useful policy references for promoting the high-quality development of the new rural collective economy during the 15th Five Year Plan period.
