农业社会化服务高质量发展的现实基础与政策路径^*

Realistic Foundation and Policy Path for High-quality Development of Agricultural Socialization Services

摘要

推动农业社会化服务高质量发展是实现农业农村现代化的题中应有之义。尽管我国农业社会化服务在政策、技术、组织与市场等方面具有一定现实基础，但进一步推动农业社会化服务高质量发展仍面临服务主体与政策指向悖离、服务供给与产品获取障碍、机构质量与人才储备存在短板等问题。因此，文章提出优化服务供给体系、完善基础设施与服务网络，提升服务供给质量、强化金融支持与技术应用，激发服务市场活力、推动主体培育与市场建设等政策路径，以期为健全便捷高效的农业社会化服务体系，稳步推进农业社会化服务高质量发展提供理论参考。

Abstract

Promoting the high-quality development of agricultural socialized services is a necessary part of realizing the modernization of agriculture and rural areas. Although China's agricultural socialized services have a certain practical foundation in terms of policy, technology, organization and market, the further promotion of high-quality development of agricultural socialized services still faces a series of problems, such as the contradiction between the main body of the service and the direction of the policy, the obstacles to the supply of the service and access to the product, the shortcomings of the quality of the institution and the reserve of human resources. On the basis of a deep understanding of the reality of promoting the high-quality development of agricultural socialized services and development dilemmas, policy paths were proposed, such as optimizing service supply system, improving infrastructure and service networks, enhancing the quality of service supply, strengthening financial support and technological applications, stimulating the vitality of the service market, and promoting subject cultivation and market construction, with a view to provide theoretical references for the establishment of a convenient and efficient agricultural socialized service system, and steadily promoting the high-quality development of agricultural socialized services.
