一体推进农业现代化与农村现代化：理论框架、实践类型与发展路径^*

Integrated Pursuing of Agricultural Modernization and Rural Modernization: Theoretical Framework, Practice Types and Development Paths

摘要

一体推进农业现代化与农村现代化作为国家改革朝向，要求重新审视农业转型和乡村振兴的关联。基于差异性问题意识和案例比较，文章建构了农业和农村的“嵌入性-公共性”关联框架，通过对村庄社区支持的“高嵌入性-高公共性”、本土精英领办的“高嵌入性-低公共性”、村企联建的“低嵌入性-高公共性”、下乡资本主导的“低嵌入性-低公共性”四类实践类型的分析，认为农业现代化与农村现代化呈现不同程度的分化。比较而论，以“高嵌入性-高公共性”关联为典型特征的村社支持型农业最大程度上契合一体推进农业现代化与农村现代化的要求，但存在经济理性与价值理性之间的张力，表现在再生产资金投入、经营性决策效率、管理层能力发挥等方面。因此，强化村社支持型农业的市场经营能力建设是一体推进农业现代化与农村现代化的突破点，建议采取拓宽再生产资金来源、构建分层决策机制、提升管理层能力素养等措施。

Abstract

As a new national strategic deployment, the integrated pursuing of agricultural modernization and rural modernization requires re-examining the correlation logic between agricultural transformation and rural revitalization. Based on differential problem awareness and case comparison, this paper constructs the "embeddedness-publicness" association framework between agriculture and rural areas, and analyzes four types of agricultural and rural association types: "high embeddedness-high publicity" supported by village communities, "high embeddedness-low publicity" founded by local talents, "low embeddedness-high publicity" built by village-enterprise partnership, and "low embeddedness-low publicity" operated by industrial-commercial capital investment in rural areas. It is believed that agricultural modernization and rural modernization are separated to a large extent. In comparison, the practice of village communities-supported agricultural modernization can align perfectly the requirements for integrated pursuing of agricultural modernization and rural modernization, but it is restricted by many market management problems, which are mainly reflected in the tension dilemma between market management rationality and value-oriented rationality. Above issue is manifested in aspects such as reinvestment of production funds, efficiency in business decision-making, and the effective utilization of managers' abilities. Therefore, strengthening the market operation capabilities of village community-supported agriculture is a breakthrough point for integrated pursuing of two types of modernization. Finally, raise suggestions such as funding channels for reproduction, establishing a tiered decision-constructing mechanism and enhancing the managerial capabilities of the leadership team, etc.
