新质生产力赋能农民专业合作社高质量发展的理论基础与实践路径^*

Theoretical Foundation and Practical Pathways of New Quality Agricultural Productive Forces Empowering High Quality Development of Farmers' Specialized Cooperatives

摘要

农民专业合作社是推动小农户与现代农业有机衔接的关键载体，是促进农村经济社会发展和提升农业现代化水平的重要力量。因此，农民专业合作社高质量发展是实现乡村振兴和建设农业强国的必由之路。在农民专业合作社由数量增长向质量提升转型的关键时期，如何实现高质量发展成为农民专业合作社未来发展的核心议题。新质生产力的形成与发展，为农民专业合作社质量提升提供了新的契机。在新发展理念引领下，新质生产力能够赋能农民专业合作社创新、协调、绿色、开放和共享发展，从而实现农民专业合作社高质量发展。但在实践中，农民专业合作社仍存在生产经营能力不强、运营规范水平不高、服务带动能力不足、治理功能尚未凸显和绿色发展动力欠缺等问题。为此，应从新质生产力赋能农民专业合作社资源配置优化、管理机制创新、服务提质增效、治理效能提升和绿色发展协同五个方面，促进农民专业合作社高质量发展。

Abstract

Farmers' specialized cooperatives constitute the crucial carriers facilitating the organic integration of small-scale farmers with modern agriculture and represent a significant force in promoting rural economic and social development as well as enhancing the level of agricultural modernization. The high quality development of farmers' specialized cooperatives is an inevitable path for achieving rural revitalization and building a strong agricultural nation. During the critical period of the transformation of farmers' specialized cooperatives from quantitative growth to qualitative improvement, the realization of high quality development has emerged as the core topic for their future development. The formation and development of new quality productive forces offer new opportunities for the quality enhancement of farmers' specialized cooperatives. Guided by the new development concepts, new quality productive forces are capable of empowering farmers' specialized cooperatives in terms of innovation, coordination, green development, openness, and shared development, thereby facilitating the high quality development of farmers' specialized cooperatives. Nevertheless, in practice, farmers' specialized cooperatives still encounter issues such as weak production and operation capabilities, low levels of operational standardization, insufficient service-driven capabilities, unpronounced governance functions, and the lack of momentum for green development, which impede the empowering effect of the high quality development of farmers' specialized cooperatives. Therefore, efforts should be made to empower farmers' specialized cooperatives in the following five aspects: optimizing resource allocation, innovating management mechanisms, improving service quality and efficiency, enhancing governance efficacy, and coordinating green development, so as to promote the high quality development of farmers' specialized cooperatives.
