人工智能技术创新对中国式农业农村现代化的影响效*——兼论基本公共服务均等化的作用机制
The Impact of Artificial Intelligence Technology Innovation on the Chinese-style Modernization of Agriculture and Rural Areas--Discussion on the Mechanism of Equalization of Basic Public Services
人工智能技术创新能够缓解农业生产效率偏低、农村公共服务供给不足难题,对驱动农业产业转型升级、实现中国式农业农村现代化具有积极意义。选取2010-2023年中国30个省份面板数据,并以多种计量模型为基础,实证考察人工智能技术创新对中国式农业农村现代化的影响。研究结果表明,人工智能技术创新能够促进中国式农业农村现代化。异质性分析表明,人工智能技术创新对中国式农业农村现代化的促进作用在高收入水平地区、“宽带中国”战略实施后以及农业产业融合发展试点区更为显著。机制分析得出,人工智能技术创新能够通过促进基本公共服务均等化推动中国式农业农村现代化。门槛效应检验结果发现,人工智能技术创新对中国式农业农村现代化的影响会随基本公共服务均等化水平提升呈现出非线性特征。鉴于此,提出持续推进人工智能技术创新纵深发展、充分释放基本公共服务均等化潜能以及促进区域协调发展的政策建议,希冀为中国式农业农村现代化提供有益参考。
Artificial intelligence technological innovation can alleviate the problems of low agricultural production efficiency and insufficient supply of rural public services, and it has positive significance for driving the transformation and upgrading of the agricultural industry and achieving the Chinese-style modernization of agricultural and rural areas. Based on the panel data of 30 provinces from 2010 to 2023 and a variety of econometric models, this paper empirically examines the impact of artificial intelligence technology innovation on the Chinese-style modernization of agricultural and rural areas. The research results show that artificial intelligence technology innovation can promote the Chinese-style modernization of agricultural and rural areas. Heterogeneity analysis indicates that the promoting effect of artificial intelligence technological innovation on the Chinese-style modernization of agricultural and rural areas is more significant in high-income regions, after the implementation of the "Broadband China" strategy, and in pilot areas for the integrated development of the agricultural industry. The mechanism analysis shows that artificial intelligence technology innovation can promote the Chinese-style modernization of agricultural and rural areas by promoting the equalization of basic public services. The threshold effect test results show that the impact of artificial intelligence technology innovation on the Chinese-style modernization of agricultural and rural areas will show non-linear characteristics with the improvement of the equalization level of basic public services. In view of this, this article proposes policy recommendations to continuously promote the in-depth development of artificial intelligence technology innovation, fully release the potential of equalization of basic public services, and promote regional coordinated development, hoping to provide useful references for promoting the Chinese-style modernization of agricultural and rural areas.
