地权整合对农业新质生产力培育的影响研究^*

Research on Influence of Integration of Land Rights on Cultivation of New Quality Agricultural Productive Forces

摘要

培育农业新质生产力成为聚焦农业强国建设的现实关切，深度激活农业新质生产力内生发展动力，亟须构建与之发展水平相适配的农地制度框架和治理体系。基于2011-2021年省级面板数据，通过构建地权整合和农业新质生产力评价指标体系，实证检验了地权整合对农业新质生产力培育的影响效应、机制和异质性。研究表明，地权整合对农业新质生产力的培育具有显著正向影响，且这种影响效果在粮食主产区和农地市场化程度高的区域更强。进一步分析发现，地权整合通过缓解农地资源错配来促进农业新质生产力提升，同时农民专业合作社引领和财政支农在地权整合对农业新质生产力培育的影响中发挥正向显著调节作用。据此，提出持续提升地权整合质效、强化合作社引领联结功能、突出财政支农重点以及制定契合区域发展的差异化驱动路径等针对性建议。

Abstract

Cultivating new quality agricultural productive forces has become a realistic concern focusing on the construction of a strong agricultural country, and deeply activated the endogenous development power of new quality agricultural productive forces. It is urgent to build an farmland system and governance framework that is compatible with the development level. Based on the provincial panel data from 2011 to 2021, the influence effect, mechanism and heterogeneity of integration of land rights and new quality agricultural productive forces evaluation index system were empirtested through the construction of integration of land rights on the cultivation of new quality agricultural productive forces. The study showed that the integration of land rights had a significant positive impact on the cultivation of new quality agricultural productive forces, and the effect was stronger in the major grain producing areas and areas with high degree of farmland marketization. Further analyses showed that the integration of land rights promoted the improvement of agricultural new quality agricultural productive forces by alleviating the mismatch of farmland resources. At the same time, financial support for agriculture and the guidance of farmers' professional cooperatives played a significant positive regulatory role in the impact of the integration of land rights on the cultivation of new quality agricultural productive forces. Accordingly, targeted countermeasures and suggestions were put forward to continuously improve the quality and efficiency of land rights integration, highlighting the key points of financial supports for agriculture, strengthening the leading and connecting function of cooperatives, and formulating differentiated driving paths for regional development.
