人工智能赋能农业保险高质量发展^*

Artificial Intelligence Empowers High-quality Development of Agricultural Insurance

摘要

人工智能不断渗透到各个领域，中国农业保险的快速发展为人工智能的研究和应用开辟了广阔空间。文章系统梳理了人工智能赋能农业保险高质量发展的五方面作用，包括提升业务效率、提高精准程度、减轻工作负荷、延伸服务价值、助力业务监管等；从政策宣传、全流程管理、地块识别、生物识别等维度剖析了人工智能在农业保险中的典型应用场景；同时指出当前仍面临数据共享机制不完善、数据应用成本高、模型应用精准度欠佳、数据安全隐私风险突出、行业发展存在路径依赖等问题；结合人工智能与农业保险发展面临的新形势，提出规范人工智能应用、建立农险数据共享机制、优化AI算法模型、建立数据安全保障机制、加强人才培训和宣传等政策建议。

Abstract

Artificial intelligence has continuously permeated various fields, and the development of China's agricultural insurance has opened up broad prospects for the research and application of AI. This study analyzes the specific role of AI in empowering the high-quality development of agricultural insurance, including improving the efficiency of agricultural insurance operations, enhancing precision, reducing workload, extending service value, and assisting business supervision. It examines the application of AI in empowering the high-quality development of agricultural insurance from aspects such as policy promotion, full-process management, plot identification, and biometric recognition. The study also analyzes challenges such as imperfect data sharing mechanisms, high data application costs, suboptimal model accuracy, risks in data security and privacy, and path dependence in industry development. In light of the current situation facing by AI and agricultural insurance development, the study proposes policy recommendations, including standardizing the application of AI in agricultural insurance, establishing a data sharing mechanism for agricultural insurance, optimizing AI algorithms and models, building a data security protection mechanism, and strengthening talent training and publicity.
