农村土地制度改革的成效挑战、理论逻辑与实践路径^*

Theoretical Logic and Practical Challenges of Systematic Reform of Rural Land System with Practice Path

摘要

深化农村土地制度改革是推进农业农村现代化的基础支撑。尽管我国农村土地制度改革在激活要素活力、优化资源配置、保障农民权益等方面取得一定成效，但进一步推进改革仍面临土地用途管制刚性、耕地保护政策约束与市场化改革需求相悖，基层治理能力与改革错配，要素市场化改革陷入“双轨制”困境，以及权益保障失衡，风险传导加剧等问题。因此，提出完善农村产权制度体系、健全市场运行机制、创新收益分配机制、提升基层治理能力等实践路径，为进一步深化农村改革、加快推进乡村全面振兴提供理论参考。

Abstract

Deepening the reform of the rural land system is the basic support for promoting the modernization of agriculture and rural areas. Although the reform of China's rural land system has achieved certain results in activating the vitality of factors, optimizing resource allocation and protecting farmers' rights and interests, it still faces problems such as the rigidity of land use control, the contradiction between the constraints of cultivated land protection policies and the demands of market-oriented reform, the mismatch between grassroots governance capacity and reform, the dilemma of "dual-track system" in the market-oriented reform of factors, the imbalance of rights and interests protection, and the aggravation of risk transmission. Therefore, practical paths such as improving the property rights system, improving the market operation mechanism, innovating the income distribution mechanism, strengthening the supporting system guarantee, and improving the grassroots governance ability were proposed, in order to provide a theoretical reference for further deepening the rural reform and accelerating the comprehensive revitalization of the countryside.
