区际补偿对粮食产销区省际横向利益补偿的启示借鉴^*

Implications and Lessons from Inter-ecological Zone Compensation for Inter-provincial Horizontal Benefit Compensation in Food Production and Marketing Areas

摘要

探索省际横向利益补偿机制是健全主产区利益补偿机制的重要组成部分，对新时期保障国家粮食安全、端牢中国饭碗具有重要意义。通过梳理并剖析新安江跨省流域生态补偿、美国水土保持补偿、江苏南北合作帮扶、德国州际财政平衡的生态补偿和区际补偿的典型案例，旨在为我国新时期构建科学合理高效的粮食产销区省际横向利益补偿机制提供参考借鉴。研究表明，中央统筹布局、区际协调发展、科学合理核算、要素扶持对接、动态改进完善是建立粮食产销区省际横向利益补偿机制的关键所在。因此，应以完善顶层设计健全体制机制、以增强内生动力推动协调发展、以科学核算标准实现精准施策、以加强产销合作构建联结机制、以多元主体参与完善利益补偿，构建多元主体共同参与的利益补偿机制。

Abstract

Exploring the inter-provincial horizontal benefit compensation mechanism is an important part of the sound benefit compensation mechanism in the main production areas, which is of great significance for guaranteeing national food security and holding the Chinese rice bowl in the new period. By drawing on the typical cases of ecological compensation and interregional compensation of Xin'anjiang River inter-provincial basin ecological compensation, soil and water conservation compensation in the United States, coordinated development of Jiangsu Province, and interstate financial balance in Germany, the study aimed to provide references for the construction of a scientific, reasonable, and efficient inter-provincial horizontal benefit compensation mechanism for grain producing and marketing areas in the new period of time in China. The study showed that centralized layout, interregional coordinated development, scientific and reasonable accounting, elemental support docking, and dynamic improvement and refinement were the keys to establishing the interprovincial horizontal benefit compensation mechanism in grain production and marketing areas. Therefore, the top-level design should be improved to improve the institutional mechanism, the endogenous impetus should be enhanced to promote coordinated development, the scientific accounting standard should be used to realize the precise application of policies, the production and marketing cooperation should be strengthened to build a linkage mechanism, and the participation of diversified main bodies should be used to improve the compensation of interests, so as to build a compensation mechanism for the interests with the participation of diversified main bodies.
