政府规范性规制对家庭农场质量安全生产技术采纳的影响研究^*

Influence of Government Normative Regulation on the Adoption of Quality and Safety Production Technologies in Family Farms

摘要

家庭农场在农产品安全保障中扮演着重要角色，引导家庭农场采纳质量安全生产技术，对提升农产品质量安全水平具有重要意义。因此，基于2022年江西省家庭农场调查数据，运用泊松回归模型，探讨政府规范性规制对家庭农场质量安全生产技术采纳的影响及作用机制。结果表明，政府规范性规制能显著促进家庭农场质量安全生产技术采纳，不同政府规范性规制措施对家庭农场质量安全生产技术采纳的影响存在差异；政府规范性规制鼓励家庭农场进行组织合作以促进质量安全生产技术采纳，规制措施中，农产品安全生产标准是推动家庭农场与组织合作的重要因素；政府规范性规制显著促进规模较大的家庭农场采纳质量安全生产技术，种植类家庭农场对生产标准类措施的敏感度更高，养殖类家庭农场更需要监管类措施对生产过程控制。进而，建议严格落实《农产品质量安全法》，优化各项规制措施实施力度，提升家庭农场组织化程度，强化精准施策。

Abstract

Family farms play an important role in ensuring the safety of agricultural products. Guiding family farms to adopt quality and safety production technologies is essential for enhancing the quality and safety standards of agricultural products. Based on survey data from family farms in Jiangxi Province in 2022, this paper used Poisson regression model to explore the influence and mechanism of government normative regulations on the adoption of quality and safety production technologies in family farms. The results shows that government normative regulations significantly promote the adoption of quality and safety production technologies in family farms, and the effects of different government normative regulation measures on the adoption of quality and safety production technologies in family farms are heterogeneous. Government normative regulation encourages family farms to participate in cooperation to promote the adoption of quality and safety production technologies. Among the regulatory measures, the safety production standard of agricultural products is an important factor in also drive fostering the cooperation between family farms and organizations. The government's normative regulations large-scale family farms to adopt quality and safety production technologies, with planting family farms showing greater responsiveness to production standards while breeding family farms need more regulatory measures to control the production process. Therefore, it is recommended to strictly implement the Agricultural Product Quality and Safety Law, optimize the implementation of various regulatory measures, enhance the organization of family farms, and strengthen targeted policies.
