共富村建设助推农民可持续增收研^*——基于浙江省共富村试点的考察

Research on Common Prosperity Villages Construction Facilitating Farmers' Sustainable Income Growth--An Investigation Based on Common Prosperity Village Pilots in Zhejiang Province

摘要

在乡村振兴与共同富裕战略背景下，推动农民可持续增收成为新时代“三农”工作的中心任务。文章聚焦农民增收可持续性问题，构建“政策供给-组织协作-产业发展-利益保障”四维分析框架，以浙江省共富村试点为样本，系统探讨转移性、工资性、经营性与财产性收入的增收逻辑与优化路径。研究发现，普惠性政策有效夯实转移性收入基础，村企协作通过多元就业模式提升工资性收入，产业融合依托“农业+”路径拓展经营性收入空间，土地流转与集体资产改革则激活财产性收入潜力。尽管当前收入结构呈现多元化趋势，但仍面临政策精准性不足、利益联结机制松散、产业同质化竞争以及产权分配机制不明晰等现实挑战，制约农民收入的持续稳定增长。基于此，应完善分层分类的政策体系以巩固转移性收入，强化组织技术驱动以增加工资性收入，推动产业与人才深度融合以扩大经营性收入，深化产权改革并强化分配透明度以提升财产性收入，从而构建农民收入持续增长的长效机制，助力共同富裕目标的实现。

Abstract

Against the backdrop of the rural revitalization and common prosperity strategies, promoting sustainable income growth for farmers has become a central task in addressing issues related to agriculture, rural areas, and farmers. This study focuses on the sustainability of farmers' income growth, constructing a four-dimensional analytical framework encompassing policy supply, organizational collaboration, industrial development, and benefit protection. Based on a sample of 100 Common Prosperity Village pilots in Zhejiang Province, it systematically explores the income growth mechanisms and optimization pathways for four types of income: transfer income, wage income, operational income, and property income. The findings indicate that inclusive policies effectively strengthen the foundation of transfer income, village-enterprise cooperation enhances wage income through diverse employment models, industrial integration expands operational income via "agriculture plus" approaches, and land transfers along with collective asset reforms activate the potential of property income. Although the income structure shows a trend of diversification, challenges such as insufficient policy precision, loose interest-linked mechanisms, industrial homogenization, and unclear property rights distribution still constrain the steady and sustained growth of farmers' income. Accordingly, this study proposes further refining a stratified and categorized policy system to consolidate transfer income, improving multi-stakeholder collaboration platforms to increase wage income, deepening industry-talent integration to expand operational income, and advancing property rights reforms with transparent distribution to enhance property income. These measures aim to establish a long-term mechanism for sustained growth in farmers' income and contribute to the realization of common prosperity.
