以重点研发计划项目管理为切入点探索有组织科研的实施路径

Implementation path of organized scientific research with the organization and management of National Key R&D Program as the entry point

摘要

有组织科研是在新一轮科技革命中逐渐形成的，由政府统一组织和集中投入的科研模式。针对高校如何有效开展有组织科研的问题，国内目前研究成果和建议大多集中在基础研究和跨学科研究机构设立等方面。以国家“重点研发计划”项目为例，从科研项目申报角度总结了首都医科大学探索有组织科研中实施的几项举措，分析了目前存在的问题，并提出了应主动寻求合作机会、促进基础临床合作、优化聘岗原则等措施与建议。

Abstract

Organized scientific research is a research mode formed in the new round of scientific and technological revolution, featuring organized and invested by the government. In view of how to carry out organized scientific research in universities, most domestic research proposals focused on basic research and the establishment of interdisciplinary research institutions. Taking the "National Key R& D Program" as an example, this paper summarized several measures implemented in the exploration of organized scientific research by Capital Medical University, analyzed the existing problems, and proposed measures such as actively seeking cooperation opportunities, promoting basic clinical cooperation, and optimizing the principles of post-employment.
