“双碳”目标下西南地区水风光能源协同发展对策

摘要

为实现“双碳”目标,我国亟须构建以清洁能源为主体的新型电力系统。西南地区作为我国水风光资源富集区,拥有良好的清洁能源开发基础,是我国水风光协同发展综合能源基地建设的主要区域之一。以“双碳”目标为背景,探讨西南地区水风光能源协同发展的现状、机遇与挑战,并提出相应的对策建议。研究指出,西南地区在多能互补领域展现出显著优势,通过协调水电灵活调节特性与风光的随机性互补,为能源系统稳定性提供了支撑。针对水风光协同发展挑战,提出以下建议:一是推进水风光储一体化开发,优化多能互补;二是加快龙头水库建设,增强调节能力;三是优化电力输送系统,加强互联互通;四是坚持生态优先,实现绿色发展。本文研究可为我国能源结构转型和清洁能源发展提供一定参考。

Abstract

To achieve the dual carbon goals, China urgently needs to build a new power system dominated by clean energy. As a region rich in hydro, wind, and solar resources, Southwest China possesses a solid foundation for clean energy development and serves as a primary area for constructing comprehensive energy bases for hydro-wind-photovoltaic collaboration. Based on the dual carbon goals, current status, opportunities, and challenges of hydro-wind-photovoltaic collaborative development in Southwest China and proposes corresponding countermeasures was explored. The research highlights that Southwest China demonstrates significant advantages in multi-energy complementarity by coordinating the flexible regulation characteristics of hydropower with the intermittent nature of wind and solar power, thereby enhancing the stability of the energy system. To address the challenges of hydro-wind-photovoltaic collaborative development, this study suggests the following measures:(1) promote the integrated development of hydro-wind-solar-storage systems to optimize multi-energy complementarity;(2) accelerate the construction of key reservoirs to enhance regulation capacity;(3) optimize the power transmission system to strengthen interconnection and mutual support;(4) adhere to the principle of ecological priority to achieve green development. The findings provide valuable references for China's energy structure transformation and clean energy development.
