Resilience of the Industrial Chain Driven by High-Speed Rail Network: Mobility, Activity and Upgrading — an Analysis of the Moderating Effect of Digitalization Level
The resilience of the industrial chain underpins the development of modern industrial structures. Transportation serves as the primary carrier for factor mobility, and high-speed rail, as a pivotal maker of transportation modernization, exerts a direct influence on industrial chain resilience through its network development. Drawing on new economic geography, transportation externalities, and industrial organization theories, this study utilizes panel data from 287 Chinese cities at the prefecture level and above from 2012 to 2021 to examine the impact of high-speed rail network on urban industrial chain resilience and the moderating role of digitalization. The results indicate that the development of high-speed rail network effectively enhances regional industrial chain resilience by approximately 1.68%. Moreover, digital development amplifies this positive effect as a moderating factor. Specifically, the development of high-speed rail network strengthens industrial resilience by fostering innovation agglomeration and boosting entrepreneurial activity. Furthermore, a heterogeneity analysis indicates that the positive impact of high-speed rail on industrial resilience is even more pronounced in cities located in western and northern regions or those that are not national central cities. Consequently, regions should tailor their strategies to leverage China’s high-speed rail network in the era of endogenous development, vigorously promote regional digitalization, and fully exploit the benefits of innovation agglomeration and entrepreneurial activity. This approach will create a more conductive environment for enterprises and provide fresh momentum for achieving high-quality development of the industrial chain.
