With the expansion of the railway network, the role of comprehensive railway passenger terminals in urban planning and construction has become increasingly prominent. The station-city integration development model is instrumental in facilitating the full realization of comprehensive railway passenger terminal functions. This study analyzed the role of comprehensive railway terminals from both transport and urban functional perspectives. Based on dimensions of economic linkage effects, spatial structure optimization, and passenger satisfaction, it proposed specific metrics, including the level of commercial agglomeration, the output value share of terminal-related industries, land development intensity, inter-center accessibility, and service facility convenience. Finally, an evaluation index system was established to assess the impact of comprehensive railway passenger terminals on urban development. The binary semantics method was applied to assess the coupling interactions between the factors driving urban development, with Hangzhoudong Railway Station selected as a typical case. The results indicate a high driving effect and favorable development suitability for the station.
