赣州市利用既有铁路富余能力开行市域列车研究
Research on Utilization of Existing Railway Surplus Capacity to Run Suburban Trains in Ganzhou
为积极推进赣州革命老区交通强国建设试点,打通内部节点和外部连接通道,加快建设赣州现代化都市交通圈,研究利用既有铁路资源开行市域列车。面向赣州地区路网特征和相关政策标准,首先从客流需求、利用既有铁路技术条件、线路能力等方面,分析利用既有线开行市域列车的适应性。其次综合考虑客流适应性、政策导向、车辆费用等因素,合理确定市域列车选型。在此基础上,结合客流需求并兼顾服务频率,提出采用近期固定编组和远期长短编组混跑的开行方案,在京九线、兴泉线、赣韶线、赣瑞龙线增开市域列车。最后根据财务收支分析测算,并参考上海、宁波等市域铁路的定价标准,建议票价采用0.2元/人公里,开通初期可考虑实施打折票价。
In order to actively promote the pilot construction of transportation power in Ganzhou's old revolutionary base areas, connect internal nodes and external channels, and accelerate the construction of modern urban transportation circles in Ganzhou, the utilization of existing railway resources to run suburban trains was studied. Based on the road network characteristics and related policy standards in Ganzhou, the paper analyzed the adaptability of using existing railways to run suburban trains from the aspects of passenger flow demand, technical condition utilization of existing railways, and line capacity. By considering passenger flow adaptability, policy orientation, vehicle cost, and other factors, suburban trains were rationally selected. On this basis, according to passenger flow demand and service frequency, the paper put forward the operation plan of fixed formation in the short term and long-short mixed formation running in the long term and added suburban trains to Beijing-Kowloon Railway, Xingguo-Quanzhou Railway, Ganzhou-Shaoguan Railway, and Ganzhou-Rujin-Longyan Railway. Finally, according to the financial revenue and expenditure analysis and the pricing standards of suburban trains in Shanghai, Ningbo, and other cities, it is suggested that the fare should be 0.2 yuan/person-kilometer, and the discounted fare can be considered in the initial stage.
