面向风险事件扰动的高速铁路调度管理研究综述
Review of High Speed Railway Dispatching Management under Risk Event Disturbances
面对时空资源高度内联的高速铁路运输网络,风险事件扰动不仅影响乘客的出行体验,也会影响铁路运输的整体质效。因此,风险事件下的应急管控已成为一个关键且紧迫的问题。从事件扰动前、中、后三阶段构建高铁风险管理技术分析框架:事前聚焦风险感知预警、计划优化及预防措施;事中解析区段、线路、网络场景的管控需求,探讨调度优化目标、动态规划模型及求解算法;事后从风险影响评估和风险管理决策2个维度探讨了历史扰动数据的深度挖掘与应用。建议以数模双驱动和全链条动态协同为导向,进一步加强多源数据融合与不确定性建模仿真等技术在本领域中的拓展应用。研究旨在为提升高速铁路应急调度管理能力和决策水平提供参考。
In the face of the high speed railway transportation network with highly interconnected spatio-temporal resources, risk event disturbances affect not only the travel experience of passengers but also the overall quality and efficiency of railway transportation. Therefore, emergency management and control under risk events has become a critical and urgent issue. This review constructed a technical analysis framework for high speed railway risk management from three stages: before, during, and after the event disturbances. The pre-event stage focused on risk perception and early warning, schedule optimization, and preventive measures. The in-event stage analyzed the control requirements of section, line, and network scenarios, and discussed dispatching optimization objectives, dynamic programming models, and solution algorithms. The post-event stage explored the deep mining and application of historical disruption data from two dimensions: risk impact assessment and risk management decision-making. It is suggested to take data-model dual-driven and full-chain dynamic coordination as the guidance to further strengthen the expanded application of technologies such as multi-source data fusion and uncertainty modeling and simulation in this field. The research provides references for improving the emergency dispatching management capability and decision-making level of high speed railway.
