新型举国体制下中国特色竞技体育后备人才培养的现实审视

The Realistic Examination of Cultivating Reserve Talents in Competitive Sports with Chinese Characteristics under the New National System

摘要

以新型举国体制引领竞技体育后备人才高质量培养已成为我国竞技体育事业发展的重要保障。运用文献资料、实地调研等研究方法,基于N市案例,分析新型举国体制下中国特色竞技体育后备人才培养的特征变化、现实困境,并提出实践路径。研究认为:新型举国体制下中国特色竞技体育后备人才培养的特征变化表现在攻关理念之“新”、参与主体之“融”、运行机制之“衡”三个维度；但同时也面临着顶层设计与基层逻辑出现交叉错位、学训关系失衡削弱人才培养稳定性、数智技术落地乏力弱化新体制优势、政府与市场协同培养人才的效能不足等现实困境。实践策略:明晰多元主体权责边界、推进体教社融合培养体系、深化数智场景集成运用、激发市场培育人才活力。

Abstract

Leading the high-quality cultivation of reserve talents in competitive sports with a new national system has become an important guarantee for the development of China's competitive sports industry. Using research methods such as literature review and field investigation, based on the case study of N city, this paper analyzes the changes in the characteristics and practical difficulties of cultivating reserve talents for competitive sports with Chinese characteristics under the new national system, and proposes practical paths. Research suggests that the characteristic changes in the cultivation of reserve talents in competitive sports with Chinese characteristics under the new national system are manifested in three dimensions: the "novelty" of research concepts, the "integration" of participating entities, and the "balance" of operational mechanisms; But at the same time, it also faces practical difficulties such as the intersection and misalignment of top-level design and grassroots logic, the imbalance of learning and training relationships, the weakening of talent training stability, the weak implementation of digital technology, the weakening of the advantages of the new system, and the insufficient effectiveness of government market collaboration in talent cultivation. Practical strategy: clarifying the boundaries of multiple subject rights and responsibilities, promoting the integration of sports, education, and social training system, deepening the integration and application of digital intelligence scenarios, and stimulating the vitality of talent cultivation in the market.
