Spillover effects of rural industrial revitalization policies on high-quality industrial development: Empirical evidence based on multi-dimension policy network correlation paths
To investigate the spillover effects of rural industry revitalization policies on high-quality industrial development through multi-dimension policy network correlation paths, this study analyzes policy texts from 30 Chinese provinces (2013-2022) (The data do not include those of Xizang, Hong Kong, Macao and Taiwan regions. The same below). The LDA model is used to measure policy intensity while a modified gravity model is utilized to construct spatial weight matrices that characterize the multi-dimension policy network correlation pathways. Furthermore, spatial econometric methods are employed to assess the spillover effects of policy intensity on high-quality industrial development along these pathways and their influencing factors. The results show that: 1) The policy network correlation of rural industry revitalization shows a diffusion trend from the eastern coastal to central and western regions, with the overall structure becoming clearer, although network connectivity in central and western regions remains weaker. 2) Rural industrial revitalization policies exhibit significant positive spillover effects on high-quality industrial development through multi-dimension policy network correlation pathways, with a time lag, though the intensity is weaker than that via the objective benchmark pathway. 3) Heterogeneity exists across policy types: policies targeting industrial entity modernization and factor support show significant spillovers, while industrial integration and comprehensive efficiency policies are not significant. 4) Local grassroots government competition suppresses spillovers in both current and lagged terms, whereas public participation enhances current-term spillovers.
