How does high-standard farmland construction policy affect the consistency between food security and farmers’ income increase? An empirical analysis based on RDD and DID
To clarify how the high-standard farmland construction policy affects the consistency between food security and farmers’ income increase, this study comprehensively employs the Regression Discontinuity Design (RDD) and Difference-in-Differences (DID) models to examine the impact and mechanisms of the policy on the consistency between food security and farmers’ income increase. The results show that: 1) The high-standard farmland construction policy significantly improves the consistency between food security and farmers’ income increase. 2) The implementation effects of the policy vary across stages and regions, with relatively more pronounced effects during the comprehensive deepening stage, in low-relief areas, and in major grain-producing regions. 3) Promoting rural industrial integration, developing agricultural socialized services, and facilitating rural labor transfer are three key mechanisms through which the policy enhances the consistency between food security and farmers’ income increase. 4) The consistency effect of the policy on food security and farmers’ income increase exhibits long-term sustainability. Based on these findings, it is recommended to strengthen the full-cycle management of the high-standard farmland construction policy, promote targeted measures tailored to different regions and categories, and continuously optimize policy transmission pathways to fully unleash the policy’s effectiveness.
