Multi-actor collaborative strategies and optimization pathways for high-standard farmland construction
To continuously advance the high-quality development of high-standard farmland construction, this study takes the strategic interactions among multiple stakeholders involved in China’s high-standard farmland projects as its analytical focus. Drawing on evolutionary game theory, a tripartite dynamic model is constructed encompassing the government, construction contractors, and smallholder farmers. Through numerical simulations, the evolutionary trajectories and equilibrium states of strategy choices under varying conditions are comparatively analyzed, and elucidating the evolutionary logic of multi-agent strategic interactions and the sensitivity of key variables, thereby providing a theoretical basis for optimizing multi-agent coordination strategies in high-quality farmland development. The results show that: 1) Government behavior tends to converge toward stringent regulation, with penalty mechanisms exhibiting threshold effects that effectively curb contractors’ short-term profit-seeking incentives. 2) Smallholder participation exerts an endogenous disciplining effect on construction quality, moderate increases in subsidies and reductions in participation costs enhance farmers’ engagement, excessive incentives may impose fiscal burdens and diminish allocative efficiency. 3) Compared with single policy instruments, a composite strategy is more conducive to the rapid convergence of the evolutionary game system toward a high-quality steady state in high-standard farmland construction. In conclusion, the effectiveness of high-standard farmland construction hinges upon the strategic coordination among governments, construction contractors, and smallholder farmers. Featuring “policy incentives, dynamic regulation, and multi-actor collaborative governance”, this three-dimensional optimization framework promotes the alignment of diverse stakeholder interests and enhances the efficiency of resource allocation, thereby providing a robust institutional underpinning for the sustainable operation of high-standard farmland systems.
