中医药健康养老资源与区域经济的耦合协调度及障碍因子分析

Analysis of the coupling coordination degree and obstacle factors between traditional Chinese medicine health resources for elderly care and the regional economy

摘要

文章以2018—2023年我国中部地区的相关数据为支撑，利用文献研究法与德尔菲专家咨询法构建评价指标体系，借助耦合协调度模型及障碍度模型，实证探索中医药健康养老资源与区域经济协调发展的时空特点和阻碍根源。2018年区域经济水平落后于中医药健康养老资源水平，2023年区域经济水平优于中医药健康养老资源水平；两系统耦合协调度显著提升，均值范围为0.433~0.829；障碍因子分析显示，中医药资源在养老场景中应用不足，社会保障制度对健康养老支付支撑不足，财政对健康养老的专项投入力度以及产业结构的服务化转型，是两系统协调发展的关键阻碍。据此给出政策建议，为促进中部地区中医药健康养老资源与区域经济高质量协同发展提供参考。

Abstract

Based on relevant data of the central China from 2018 to 2023，this paper constructs an evaluation index system using the literature review and the Delphi method. By applying the coupling coordination degree model and the obstacle degree model，this paper empirically examines the spatio-temporal characteristics and root causes of obstacles affecting the coordinated development of TCM health resources for elderly care and the regional economy. In 2018，the regional economic level lagged behind the level of TCM health resources for elderly care，while by 2023，the regional economic level had surpassed the level of TCM health resources for elderly care. The coupling coordination degree between the two systems has significantly improved，with mean values ranging from 0.433 to 0.829. The analysis of obstacle factors shows that the insufficient application of TCM resources in elderly care settings，the inadequate support of the social security system for health and elderly care payments，the lack of dedicated fiscal investment in health and elderly care，and the service-oriented transformation of the industrial structure are the key obstacles to the coordinated development between the two systems. Based on these findings，policy recommendations are proposed to serve as references for promoting the high-quality coordinated development of TCM health resources for elderly care and the regional economy in the central region.
