价值导向、知识更新与数据驱动:动物疫病监测方案的制定与落实
Value-oriented, knowledge-updated and data-driven based formulation and implementation of monitoring animal diseases
动物疫病防控是保障畜牧业高质量发展、维护公共卫生安全的核心环节。在全球化加速与气候变化加剧的双重背景下,动物疫病呈现跨国界、跨物种传播的复杂特征,传统“被动抽检+经验判断”的监测模式已难以应对新型防控挑战。本文基于“同一健康”理念,采用政策文本分析与典型案例实证结合的方法,从价值导向、知识更新、数据驱动3个维度,系统探讨如何优化动物疫病监测方案的制定与落实过程。价值导向确保监测工作与社会经济发展需求和公共卫生目标保持一致;知识更新强调利用最新科学研究成果和技术进步提升监测能力;数据驱动则通过数字化手段和先进分析技术,实现监测工作的精准化和高效化。这3个方面相互支撑、相互促进,共同构成了现代动物疫病监测体系的核心支柱,为畜牧业可持续发展和公共卫生安全提供了坚实保障。
The prevention and control of animal diseases is the core link to ensure the high-quality development of animal husbandry and safeguard the safety of public health. Animal diseases exhibit complex characteristics of cross-border and cross-species spreading in the dual context of accelerated globalization and intensified climate change. The traditional monitoring model of passive sampling/testing plus empirical judgment is no longer able to address new challenges of preventing and controlling animal diseases. This article systematically studied how to optimize the process of formulating and implementing plans of monitoring animal diseases from the value-oriented, knowledge-updated, and data-driven dimensions based on the concept of One Health and the combination of analyzing texts of policy and empirically researching typical cases. Value orientation ensures that monitoring is consistent with the needs of socio-economic development and the goals of public health. Knowledge updates emphasize the use of the latest scientific achievements and technological advancements to enhance capabilities of monitoring. Data driven monitoring achieves the precision and efficiency in monitoring through digital tools and advanced analytical technologies. These three aspects support and reinforce mutually, jointly forming the core pillars of the modern system of monitoring animal disease. It will provide solid guarantees for the sustainable development of animal husbandry and the security of public health.
