羊布鲁氏菌病净化的经济效益评估
Evaluating the economic benefit of eradicating brucellosis in sheep:
目的 评估动物疫病净化政策的经济效益,为优化区域动物疫病防控策略及财政投入绩效评价提供科学依据。 方法 基于2023—2024年湖北省宜昌市及省内可比地区385份养羊生产单元调查数据,以2015年为政策启动节点,将宜昌市198份生产单元作为处理组、其他可比地区187份生产单元作为对照组,采用倾向得分匹配(propensity score matching,PSM)与双重差分(difference-in-differences,DID)相结合的PSM-DID模型,测算净化政策的净经济效益。 结果 羊布鲁氏菌病净化使养殖生产单元的年均净收益平均增加8 650元;以每生产单元年均新增净化投入2 150元测算,净收益投入比为4.02;按全市约1.2万个养羊生产单元推算,年度直接经济效益约为1.038亿元。 结论 羊布鲁氏菌病净化能够通过生产绩效和减少疫病损失形成直接经济收益,具有较好的经济可行性。
Objectives The economic benefit of eradication policies for animal diseases was evaluated to provide a scientific basis for optimizing strategies of preventing and controlling regional animal diseases and evaluating the performance of financial investment. Methods 198 farming units in Yichang City and 187 farming units in other comparable areas were used as the treatment group and the control group based on the survey data of 385 sheep farming units in Yichang City and comparable regions in Hubei Province from 2023 to 2024,with 2015 as the policy starting-point.Propensity score matching (PSM) combined with difference-in-differences (DID) model was used to estimate the net effect of the eradication policies. Results The eradication of brucellosis in sheep increased the average annual net income of farming units by 8 650 yuan.The net income-input ratio was 4.02 with an average annual additional eradication input of 2 150 yuan per production unit.The annual direct economic benefits in Yichang City were estimated to be around 103.8 million yuan based on approximately 12 000 sheep farming units in the city. Conclusions The eradication of brucellosis in sheep can generate direct economic benefits by improving farming performance and reducing disease-induced losses,with good economic feasibility.
