To solve the problem of difficult correspondence between the theoretical and the measured mode, the full-scale tests were conducted at Shanghai Longhua Airport. Impact loads were applied to the eight slabs and structural parameters were inverted. The modal frequencies of each slab were identified based on pavement vibration measured by distributed optical fiber. By minimizing the average relative error between theoretical and measured frequency, the optimal number of slabs, boundary conditions of sides, element types, and sized for the ABAQUS pavement model were determined. The accuracy of the finite element model was verified by the modal frequencies of 15 groups of experiments. The results show that the modal frequencies calculated by the proposed model are closer to the measured results. It is a one-slab pavement structure model with ground springs simulating inter-slab joints. The boundary conditions on each side are free, while the elements are C3D8R and 1/3 slab thick. The R2 values of the model results and measured values of the first two-order frequencies are 0.922 and 0.967 respectively. The average error of each order frequency is less than 5%, and the total average error is within 3%. Compared with the currently used multi-slab pavement structural finite element model, the model unifies the theoretical and experimental modes of pavement structure. It provides a reference for pavement structure modal analysis.
