Guidelines for Standardization Work of Rehabilitation Medicine Association （2025 Edition）

摘要

团体标准是我国标准体系的重要组成部分，康复医学团体标准在规范医疗行为、保障医疗质量、培养康复人才等方面具有重要作用。基于《中华人民共和国标准化法》等法律法规，结合中国康复医学会标准化工作实践经验，制订《康复医学团体标准化工作指南》，旨在建立康复医学团体标准编制的系统性框架，推动康复医学领域的规范化发展。该指南详细阐述了康复医学团体标准的编制原则、适用范围、主体条件和技术要求，强调了康复医学团体标准编制过程中循证依据与临床实践经验相结合的重要性，明确了开放、公平、透明及协商一致的基本原则，规范了康复医学团体标准从提案、立项、起草、征求意见到最终发布、复审的完整工作流程，并提供标准宣贯的具体建议。该指南将有助于提升康复医学团体标准的质量，促进康复医疗服务的规范化发展，促进我国康复医学事业发展。

Abstract

As an integral component of China's standardization system, rehabilitation medicine association standards play a pivotal role in regulating clinical practice, ensuring care quality, and nurturing rehabilitation professionals. Grounded in the Standardization Law of the People's Republic of China and drawing on the practical experience of standardization work by the Chinese Association of Rehabilitation Medicine, the formulation of the Guidelines for Standardization Work of Rehabilitation Medicine Association Standards aims to establish a systematic framework for the development of these standards and promote the standardized development of the rehabilitation medicine field. The guidelines detail the principles for the formulation of rehabilitation medicine association standards, scope of application, the qualifications of the entities involved, and the technical specifications. They highlight the importance of combining evidence-based practice with clinical experience in the development of these standards, clarify the fundamental principles of openness, transparency, and consensus, and outline the complete workflow from proposal, project approval, drafting, and solicitation of comments to final publication and periodic review, providing specific recommendations for the dissemination of the standards. By enhancing the quality of rehabilitation medicine association standards, the Guidelines will promote the standardization of rehabilitation medical services and advance the development of rehabilitation medicine in China.

1 指南背景及依据

1.1　指南制定背景

标准是通过标准化活动，按照规定的程序，经协商一致后制定，为各种活动或其结果提供规则、指南或特征，供共同使用和重复使用的文件^［1-2］。团体标准指由依法注册的社会团体按照自主制定的标准程序制定并发布，供团体成员或社会自愿采用的标准，是我国标准体系的重要组成部分^［3-4］。我国标准体系涵盖国家标准、行业标准、团体标准、地方标准等。其中卫生行业标准为医疗卫生活动提供了统一遵循的技术规范、操作指南和质量要求，在确保医疗服务质量、规范医疗行为、保障患者安全、促进行业发展方面等方面具有基础性和关键性作用，是推动现代医疗卫生事业可持续发展的重要保障^［5］。

2018年1月1日起实施的《中华人民共和国标准化法》，为团体标准的健康发展奠定了法律基础^［6］。近年来，我国在团体标准方面相继出台了一系列制度文件，以规范并引导团体标准化工作，推动团体标准健康发展^［3-5］。

1.2　指南依据

为了推动国内康复医学标准化进程，中国康复医学会标准工作委员会（Standardization Committee of Chinese Association of Rehabilitation Medicine，CARM-SC）于2019年11月正式成立，并颁布了相关工作规程^［7-8］。从2021年开始，中国康复医学会已举办11期康复医学团体标准培训班，累计培训1 600余名专业人员^［9-10］，在全国团体标准信息平台陆续发布了多项标准，并在《中国康复医学杂志》《中国康复》刊发康复医学团体标准专刊^［11-14］，系统推进康复医学标准化建设。根据国家标准化管理委员会关于印发《团体标准组织综合绩效评价指标体系》的通知（国标委发〔2024〕34号）^［15］，为进一步规范康复医学标准化工作，提高康复医学标准质量，CARM-SC多次组织专家研讨制定本指南，以规范国内康复医学团体标准建设。本指南涵盖康复医学标准的制定原则和范围、起草单位要求及一般流程。

2 标准制定原则和范围

中国康复医学会团体标准是由中国康复医学会按照自行规定的标准制定程序制定并发布，供广大康复医学工作者和社会自愿采用的标准^［8］。

2.1　制定原则

中国康复医学会团体标准的制定，应遵循国家法律法规、学会规章制度，所编制团体标准应将循证医学证据与实践经验相结合，坚持开放、公平、透明、协商一致原则，规范康复医疗行业行为，并提升康复医疗质量。

2.2　制定范围

康复医学团体标准制定范围包括以下几个方面：① 无相应的现行国家标准、行业标准；② 康复医学发展需要制定严于现行的国家标准、行业标准的标准；③ 需补充现行的国家标准、行业标准；④ 所制定的团体标准属于康复医学领域，包括但不限于机构与学科建设管理、人才结构与培养、康复医疗信息化建设、康复评定技术、康复治疗技术、社区及居家康复技术、创新康复医疗技术及临床专科疾病康复等领域。

3 标准发布与归口管理

根据国家标准化管理委员会等发布的《团体标准管理规定》（国标委联〔2019〕1号）^［16］，团体标准是由依法成立的社会团体依据其章程规定的业务范围发布及管理，而中国康复医学会是经民政部批准成立的国家级康复医学一级社会团体。因此，中国康复医学会团体标准的提出单位为申请立项单位，归口管理、最终发布及版权单位均为中国康复医学会。

4 标准制定主体

根据团体标准开放、公平的原则^［3］，中国康复医学会所有会员均可参与团体标准制定工作。为提高标准质量并推动行业规范化发展，标准起草组需满足以下条件：

4.1　起草牵头单位

牵头单位须为中国康复医学会单位会员。鉴于国内康复医学团体标准工作尚处起步阶段，现阶段仅限三级医院、高等院校或科研机构担任牵头单位，待条件成熟后再逐步扩大范围。

4.2　起草牵头人

牵头人应具备高级专业技术职称，并在本专业领域具有较高的理论水平、丰富的实践经验及显著的学术影响力，以确保标准的权威性。

4.3　参与起草单位

参与单位（含牵头单位）不少于5家，且需来自不同省市，以体现康复医学团体标准的地域代表性。

4.4　参与起草成员

起草成员不少于10人，需在相关领域具备专业能力与行业权威性。其中牵头单位参与人数不超过3人，第二、第三起草单位参与人数不超过2人，其他起草单位参与人数限定1人。另外，60%以上成员须完成中国康复医学会团体标准编制培训或其他经认定合格的标准培训，并获得合格证书，确保标准制定工作的专业性。

5 标准制定要求

5.1　基本要求

康复医学团体标准的制定应遵循以下原则：① 符合国家法律法规和强制性标准要求，确保不损害人身健康、生命财产安全、国家安全和生态环境安全^［3］；② 坚持开放、公平、透明和协商一致的原则，广泛吸纳利益相关方参与；③ 遵守WTO/TBT协议中关于标准制定、采用和实施的良好行为规范^［17-18］，严格执行团体标准制定程序和编写规则。

5.2　技术要求

5.2.1　总体要求

康复医学团体标准的编写应基于以下基础性国家标准：GB/T 20004.1—2016《团体标准化 第1部分：良好行为指南》^［3］、GB/T 1《标准化工作导则（所有部分）》^［17］、GB/T 20000《标准化工作指南（所有部分）》^［18］、GB/T 20001《标准编写规则（所有部分）》^［19］、GB/T 20002《标准中特定内容的起草（所有部分）》^［20］、GB/T 20003《标准制定的特殊程序（所有部分）》^［21］、GB/T 20004《团体标准化（所有部分）》^［22］、GB/T 1.1—2009《标准化工作导则 第1部分：标准的结构和编写》^［23］附录A中列出的基础标准。

5.2.2　标准化工作导则

GB/T 1《标准化工作导则（所有部分）》^［17］是我国标准化工作的基础标准，确立了各层次标准化活动的通用准则。其中：GB/T 1.1—2020规定了标准化文件结构和起草的总体原则；GB/T 1.2—2020规范了基于ISO/IEC标准化文件的国家标准起草规则。

5.2.3　标准编写规则

GB/T 20001《标准编写规则》^［19］在GB/T 1的基础上，针对不同类型标准（如术语标准、方法标准、产品标准等）制定了具体起草规则。康复医学团体标准起草组在申报前应明确标准的功能类型。

6 标准制定程序

规范的团体标准制定程序是保障团体标准化工作质量的关键。为确保程序一致性，依据GB/T 20004.1—2016《团体标准化 第1部分：良好行为指南》^［3］，康复医学团体标准制定应严格遵循以下流程。各阶段必须按序完成，前阶段未完成不得进入下一阶段。

6.1　提案

标准制定主体需向中国康复医学会提交制定申请。此阶段需组建工作组，完成《康复医学团体标准立项申请书》《康复医学团体标准（草案稿）》，经分支机构初审通过后提交中国康复医学会。

6.2　立项

学会审查项目材料的完整性、起草组代表性，评估项目的必要性、可行性和推广价值，通过后发布编制计划。

6.3　起草

起草阶段的主要工作是获得立项计划的康复医学团体标准制定主体正式成立起草组，撰写标准草案，组织编写组专家进行多轮讨论，完善团体标准内容，并基于GB/T 1《标准化工作导则（所有部分）》形成拟用于征求意见的阶段性成果，即《康复医学团体标准（征求意见稿）》和《康复医学团体标准编制说明（征求意见稿）》。

6.4　征求意见

征求意见阶段的主要工作是康复医学团体标准起草组针对征求意见稿广泛征求社会各界的意见和建议，整理反馈并对标准草案进行修改和完善，形成《康复医学团体标准（送审稿）》《康复医学团体标准编制说明（送审稿）》和《征求意见汇总处理表》。此阶段的标志性成果是康复医学团体标准的相关材料从“征求意见稿”转为“送审稿”。

6.5　技术审查

技术审查阶段的主要工作是中国康复医学会组织评审专家对送审材料进行全面的技术把关和合规性审查，确保康复医学团体标准的科学性、规范性、可操作性、符合国家法律法规及学会规章制度要求。通过审查的项目，起草组根据修改意见形成《康复医学团体标准（报批稿）》和《康复医学团体标准编制说明（报批稿）》。此阶段的标志性成果是康复医学团体标准的相关材料从“送审稿”转为“报批稿”。

6.6　审批

审批阶段的主要工作是中国康复医学会对报批材料进行编辑性审查，并按照学会议事规则进行审批，通过审批后的团体标准才可以发放标准编号，并形成《康复医学团体标准（发布稿）》和《康复医学团体标准编制说明（发布稿）》。

6.7　发布

发布阶段的主要工作是中国康复医学会对通过审批的标准及发布稿进行公开发布和出版，同时在全国团体标准信息平台（https：//www.ttbz.org.cn）上传全套资料、发布标准发布公告及公开标准的基本信息。

6.8　复审

康复医学团体标准复审阶段的主要工作是中国康复医学会根据标准化对象的技术发展、康复行业需求，对已发布3～5年的团体标准适用性进行评估，并给出复审结论。

7 标准宣贯

团体标准以满足行业需求为导向，具有专业性强、制定周期短、机制灵活等特点^［24-25］。从提案到发布，标准制定通常需要2～3年时间，耗费大量人力、物力，是法律法规、循证依据与专家实践经验的综合成果^［26-27］。因此，标准发布后应加强宣贯力度，以促进行业发展并创造更大的社会、经济效益。

为提升康复医学团体标准的采纳率和执行效果，相关起草单位和人员应通过学术会议、继续教育、康复服务行、科普宣传及多媒体渠道等多种方式积极推广标准，促进其广泛应用^［28-29］。

8 小 结

当前中国康复医学行业虽发展迅速，但仍存在地域发展不均衡、技术水平参差不齐等问题。制定团体标准有助于推动康复医学朝专业化、标准化、规范化方向发展，提升服务质量与效率，促进技术创新与应用，从而推动行业整体进步。通过建立严谨的制度、规范的流程和公平的机制制定的康复医学团体标准，既能经受市场检验，又可为未来升级为行业标准或国家标准奠定基础，最终促进康复医学事业的健康发展。
