摘要

实现质量、效益、安全与环保协同推进的可持续发展路径,已成为我国畜牧业转型升级的核心方向。本文聚焦生态畜牧业这一典型领域,通过构建涵盖资源禀赋、生产效能、消费需求、质量安全、贸易格局及生态环境的六维指标,基于对产业薄弱环节的深度剖析,提出以种质创新与成本控制双轮驱动、绿色养殖技术体系重构为核心的转型升级路径。新疆昭苏县作为典型研究案例,凭借独特的水土资源禀赋,在生态畜牧业发展中展现出区域比较优势,同时也面临生产标准化程度不足、产业链延伸有限等现实挑战。本研究通过剖析昭苏县畜牧业发展痛点,进一步论证生态优先型畜牧业发展模式的必要性,并针对性提出构建“资源-生产-消费”全链条协同机制、完善生态补偿政策体系等发展策略,为我国牧业县转型升级提供可复制的实践范本。

Abstract

The sustainable development path that promotes the synergy of quality,efficiency,safety,and environmental protection has become the core direction for the transformation and upgrading of the livestock industry in our country.This article focuses on ecological animal husbandry,proposing a transformation and upgrading path centered on dual drives of genetic innovation and cost control,as well as the reconstruction of a green breeding technology system,by constructing a six-dimensional index that encompasses resource endowment,production efficiency,consumption demand,quality safety,trade patterns,and ecological environment,based on an in-depth analysis of the weak links in the industry.As a typical case,Zhaosu County in Ili,Xinjiang,benefits from its unique land and water resource endowment,and although it demonstrates regional comparative advantages in the development of ecological livestock husbandry,it still faces practical challenges such as insufficient production standardization and limited industry chain extension.The study further demonstrates the necessity of an ecology-prioritized livestock development model by analyzing the pain points of livestock development in Zhaosu County,and proposes targeted development strategies such as constructing a‘resource-production-consumption’collaborative mechanism and improving the ecological compensation policy system,providing a replicable model for the transformation and upgrading of livestock counties in China.
