海上风电开发过程中生态环境损害鉴定问题浅析
Preliminary Analysis of Ecological and Environmental Damage Assessment in Offshore Wind Power Development
海上风电作为关键低碳能源之一快速发展,中国已成为全球海上风电装机容量第一大国。然而,海上风电开发(含建设与运营阶段)可能通过物理扰动、生物响应及生态过程路径,对海洋生态系统产生多维度、累积性的潜在影响。本文在系统梳理国内外相关研究进展的基础上,解析海上风电开发对海洋物种与生态环境的干扰路径及作用机制,重点探讨生态环境损害鉴定评估实践中面临的核心难题,包括因果关系界定难、新型环境胁迫因子认知不足、生态评估指标筛选体系不完善及损害价值量化方法不成熟。针对上述问题,提出构建全生命周期监测体系、多源数据融合的因果判定方法、剂量—效应关系量化实验系统及多尺度生态评估指标体系与模型,并探索正负生态效应的价值权衡机制与实现路径。本研究旨在为完善我国海上风电生态环境损害评估技术体系、促进海洋生态保护与风电产业绿色可持续发展提供理论支撑与政策参考。
As a vital form of low-carbon energy, offshore wind power has experienced rapid development, with China emerging as the global leader in installed capacity. However, the construction and operation of offshore wind farms may exert multidimensional and cumulative impacts on marine ecosystems through physical, biological, and ecological pathways. Based on a comprehensive review of domestic and international research, this paper analyzes the disturbance mechanisms of offshore wind power on species and environments. It further examines the challenges in ecological damage assessment, including difficulties in establishing causal relationships, insufficient research on novel environmental stressors, complexity in selecting appropriate ecological indicators, and challenges in quantifying ecological damage value. In response to these issues, this study proposes the development of a full-lifecycle monitoring system, multi-source data integration methods for impact determination, dose-effect relationship experimental systems, and multi-scale ecological indicator evaluation models. Furthermore, it explores pathways for balancing positive and negative ecological effects in value assessments. The aim is to provide a theoretical foundation and policy reference for improving China's ecological damage assessment framework in offshore wind power and to promote green and sustainable development.
