铁路货运发站超偏载源头防治的研究与实践
Research and Practice on Prevention and Control of Overload and Unbalanced Load from Source at Railway Freight Departure Station
为更好地发挥铁路绿色低碳优势,服务国家发展战略,切实提升铁路货物运输安全管理水平,对铁路货运超偏载安全管理现状及发站超偏载源头防治存在的问题进行分析,从加强新型超偏载检测设备的研发和应用、货运装载质量监控管理信息化研究、加强发站源头超偏载管理等方面入手,做好货运发站超偏载的源头防治工作。经实践证明从加强技防手段、夯实安全管理2方面入手,不仅能够实现从发站源头上控制货车的超偏载问题,而且能够减少超偏载核实车对铁路运输安全和效率带来的影响,为打造铁路物流新品牌,服务铁路现代物流体系建设提供有力支撑。
In order to better leverage the green and low-carbon advantages of railways, serve the national development strategy, and effectively improve the safety management level of railway freight transportation, this paper analyzed the current situation of safety management of railway freight overload and unbalanced load, as well as the problems in the prevention and control of overload and unbalanced load from the source at departure stations. By strengthening the research and application of new overload and unbalanced load detection equipment, informationization research on quality monitoring and management of freight loading, and the management of overload and unbalanced load from the source at departure stations, the prevention and control of overload and unbalanced load from the source at departure stations could be realized. Through practice, it has been proven that strengthening technical prevention measures and consolidating safety management can not only control freight overload and unbalanced load from the source at departure stations but also reduce the impact of vehicles verified with overload and unbalanced load on railway transportation safety and efficiency. This provides strong support for building a new brand of railway logistics and serving the construction of a modern railway logistics system.
