基于效率和公平的区域协调发展战略下综合交通网评价指标和方法研究
Evaluation Indicators and Methods of Integrated Transportation Network under Regional Coordinated Development Strategy Based on Efficiency and Fairness
统筹效率和公平是客观全面评价区域协调发展战略下综合交通网发展成效的基础和必然要求。使用交通基础设施规模代表效率,使用四大板块间交通基础设施综合密度差代表公平,建立涵盖铁路、公路、机场等多种交通方式,综合考虑效率和公平的区域协调发展战略下综合交通网评价指标。利用去单位的方法对效率、公平下不同交通方式基础设施指标进行叠加,使用基于距离的方法对交通运输效率得分和公平得分进行标准化,采用权重系数代表不同评价者对效率和公平的偏好。以我国2000年以来区域协调发展战略下综合交通网发展为例,验证模型方法有效性和实用性。结果表明:该模型可用于评价我国区域协调发展战略下综合交通网发展成效,权重系数影响评价者对区域交通网发展成效的评价,在评价者对效率和公平的偏好均匀分布下,2023年的交通运输有54.5%的概率成为最优方案,2005年交通运输有45.5%的概率成为最优方案。
Overall coordination of efficiency and fairness is the basis and an inevitable requirement for objectively and comprehensively evaluating the effectiveness of integrated transportation network development under the regional coordinated development strategy. The scale of transportation infrastructure was employed to represent efficiency, and the differences in comprehensive transportation infrastructure density among the four major regions were employed to represent fairness. Covering multiple transportation modes such as railways, highways, and airports, and comprehensively considering efficiency and fairness, an evaluation indicator system of the integrated transportation network under the regional coordinated development strategy was established. The dimensionless method was used to aggregate infrastructure indicators of different transportation modes under efficiency and fairness. Transportation efficiency scores and fairness scores were standardized using distance-based methods. Weight coefficients were used to represent the preferences of different evaluators for efficiency and fairness. The development of the integrated transportation network in China under the regional coordinated development strategy since 2000 was taken as an example to verify the effectiveness and practicality of the proposed model and method. The results indicate that the model can be used to evaluate the effectiveness of integrated transportation network development under China’s regional coordinated development strategy, and that the weight coefficient affects evaluators’ assessments of regional transportation network development effectiveness. Under a uniform distribution of evaluators’ preferences for efficiency and fairness, transportation development in 2023 has a 54.5% probability of being the optimal solution, while transportation development in 2005 has a 45.5% probability of being the optimal solution.
