铁路客车运用检修岗位定员新旧标准对比研究

A Comparative Study on the New and Old Standards of Staffing for Railway Passenger Car Operation and Maintenance Positions

摘要

随着铁路运输组织模式和技术装备水平的持续升级，原有的铁路客车岗位定员标准已难以适应当前高效率、精细化管理的 需求。本文结合国铁集团新旧定员标准规定，系统对比分析了车辆乘务人员、客车列检人员、库列检人员及段修人员在不 同核算模型下的定员差异。通过选取某客整所及客列检所的实际运营数据进行案例计算，揭示了新旧标准在科学性、合理 性与现实匹配度方面的显著变化。

Abstract

With the continuous upgrading of the railway transportation organization mode and the level of technical equipment, the original staffing standards for railway passenger car positions have become difficult to meet the current needs of high - efficiency and refined management. This paper combines the old and new staffing standards of China National Railway Group, and systematically compares and analyzes the staffing differences of vehicle attendants, passenger car inspectors, depot inspectors, and section repair personnel under different accounting models. By selecting the actual operation data of a passenger car cleaning and inspection depot and a passenger car inspection depot for case calculation, this paper reveals the significant changes in the scientificity, rationality, and real - world matching degree between the old and new standards.
