特大型山地城市轨道交通 PPP 项目运营期绩效管控指标体系研究

随着城市轨道交通PPP模式规模化应用，运营期绩效评价已成为保障服务质量、提升公共资源配置效率的关键抓手。针对 特大型山地城市轨道交通地形复杂、客流波动显著、管控维度多元等特征，以重庆轨道交通PPP项目为案例，构建涵盖产 出、效果、管理三大维度的运营绩效评价指标体系。体系设置产出80分、效果10分、管理10分的一级指标权重，下设8项二 级指标与45项三级指标，涵盖正点率、设施可靠度、投诉率、安全管控等核心内容，并明确各指标数据来源、量化标准与 采集方式。该体系贴合山地城市轨道交通运营特性，可为同类山地城市轨道交通PPP项目绩效管控提供标准化范式，也为 政府履约监管与付费机制优化提供量化支撑。
With the large-scale application of the Public-Private Partnership (PPP) model in urban rail transit, performance evaluation during the operation period has become a key measure to ensure service quality and improve the allocation efficiency of public resources. In view of the characteristics of rail transit in extra-large mountainous cities, such as complex terrain, significant passenger flow fluctuation and diversified management and control dimensions, this paper takes the PPP project of Chongqing Rail Transit as a case study to construct an operation performance evaluation index system covering three dimensions of output, effect and management. The system sets the weight of first-level indicators as 80 points for output, 10 points for effect and 10 points for management, and is composed of 8 second-level indicators and 45 third-level indicators, covering core contents such as on-time rate, facility reliability, complaint rate and safety management and control. In addition, the data source, quantitative standard and collection method of each indicator are clearly defined. This system conforms to the operation characteristics of rail transit in mountainous cities, and can provide a standardized paradigm for performance management and control of similar PPP projects of rail transit in mountainous cities, as well as quantitative support for government performance supervision and payment mechanism optimization.
