冶金行业安全生产标准化体系构建与实施路径研究
Research on Construction and Implementation Path of Safety Production Standardization System in Metallurgical Industry
冶金行业生产过程高温高压、多工序耦合,安全风险复杂且动态变化。针对标准执行不均衡、体系运行与实际脱节、风险管控滞后等问题,以《大中型企业安全生产标准化管理体系要求》(GB/T 33000—2025)中的“三道防线”(风险管控、隐患治理、应急处置)与“LS-PDCA”模式为框架,结合行业风险特征与评审实践反馈,讨论领导作用、基础保障、风险管控等要素的落实机制,以及组织、技术、监督如何形成闭环。推动冶金安全管理从经验型、纸面合规转向系统化与实效化。
The metallurgical industry’s production processes involve high temperatures, high pressures, and multi-step operational coupling, resulting in complex and dynamically evolving safety risks. Addressing challenges such as uneven standard implementation, disconnect between system operations and practical realities, and lagging risk management, this study adopts the “Three Lines of Defense” framework (risk control, hazard mitigation, and emergency response) and the “LS-PDCA” model from the “Safety Production Standardization Management System Requirements for Large and Medium-Sized Enterprises” (GB/T 33000—2025). By integrating industry-specific risk characteristics and review practice feedback, it explores implementation mechanisms for leadership roles, foundational safeguards, and risk control measures, as well as how organizational structures, technical systems, and supervision mechanisms can form a closed-loop system. The research aims to transition metallurgical safety management from experience-based practices and paper compliance to systematic and effective implementation.
