摘要

推动科技创新与产业创新深度融合,是培育新质生产力、实现高质量发展的核心路径。本文基于黄石实地调研与杭州先进经验对比,系统梳理黄石“两新融合”的发展成效,剖析创新平台能级不足、企业创新动力偏弱、耐心资本供给短缺、人才集聚引力薄弱四大结构性瓶颈。借鉴杭州系统性构建区域创新生态的成熟经验,黄石需聚焦平台载体、创新主体、科技金融、人才引育四大核心要素,精准补齐短板、完善协同机制,构建闭环运转、良性循环的区域创新生态,为资源型工业城市深化“两新融合”、培育新质生产力提供实践参考与决策支撑。

Abstract

Deepening the integration of scientific and technological innovation with industrial innovation is a core pathway to cultivating new quality productive forces and achieving high-quality development. Based on field research in Huangshi and a comparative analysis of Hangzhou’s advanced experience, this paper systematically sorts out the development achievements of Huangshi in promoting the “dual integration of innovation”, and analyzes four major structural bottlenecks: insufficient capacity of innovation platforms, weak motivation of enterprise innovation, shortage of patient capital, and weak talent attraction. Drawing on Hangzhou’s mature experience in systematically building a regional innovation ecosystem, Huangshi should focus on four core elements: platform carriers, innovation entities, sci-tech finance, and talent introduction and cultivation, accurately make up shortcomings and improve collaborative mechanisms, build a closed-loop and virtuous cycle regional innovation ecosystem, so as to provide practical reference and decision support for resource-based industrial cities to deepen the “dual integration of innovation” and cultivate new quality productive forces.
