医疗器械维修外包服务的质量评价与风险防控体系研究

Research on the Quality Evaluation and Risk Prevention and Control System for Medical Device Maintenance Outsourcing Services

摘要

随着医疗器械结构复杂化和高值设备数量增加，维修保障成为医院运行管理的关键环节。受人才、技术、成本和资源依赖等因素影响，越来越多医院将维修工作委托外包。外包虽能提升覆盖效率、缓解院内压力，但也带来响应滞后、质量不稳、信息不透明、责任模糊及合规风险等问题。文章围绕维修外包管理需求，分析质量评价重点与风险来源，从评价指标、过程监管、合同管理和风险防控等方面展开研究。研究认为，外包不能停留在采购服务层面，应建立涵盖准入、考核、追踪、留痕和闭环的系统化管理体系，以保障设备安全运行与医院管理效能。

Abstract

With the increasing complexity of medical device structures and the growing number of high-value equipment, maintenance and support have become a critical component of hospital operational management. Due to constraints such as talent shortages, technological limitations, cost considerations, and resource constraints, an increasing number of hospitals are outsourcing maintenance services. While outsourcing enhances coverage efficiency and alleviates internal operational pressures, it also introduces challenges including delayed response times, inconsistent service quality, lack of information transparency, ambiguous accountability, and compliance risks. This article examines the management requirements for maintenance outsourcing, identifies key quality evaluation criteria and risk sources, and conducts research on evaluation metrics, process oversight, contract management, and risk mitigation strategies. The study concludes that outsourcing should not be limited to service procurement; instead, a systematic management framework encompassing access controls, performance evaluation, tracking mechanisms, documentation requirements, and closed-loop processes must be established to ensure equipment safety and optimize hospital management efficiency.
