视频取证技术在侵财类案件侦查中的应用困境及对策研究

Research on the Application Dilemmas and Countermeasures of Video Investigation in Theft Case Investigations

摘要

随着科技赋能警务工作的深入开展，以及人们安全防范意识的提高，监控设备逐渐广泛覆盖城市的各个角落。视频侦查措施也成为日常警务工作中的核心组成部分，为盗窃案件的侦查和预防工作提供了重要支撑。在新型警务运行模式背景下，通过“专业＋机制＋大数据”的赋能支撑，视频侦查一方面在盗窃案发后帮助侦查人员快速锁定并追踪犯罪嫌疑人，减少侦查成本；另一方面通过运用大数据的预测功能，前置视频侦查功能，实现对盗窃案件的提前预警，就近分配战力核实可疑人员，从而有效降低盗窃案件发案率。

Abstract

With the in-depth development of technology-enabled policing and the heightened public awareness of security, surveillance equipment has gradually become widely deployed in every corner of cities. Video investigation measures have also become a core component of daily police work, providing crucial support for the investigation and prevention of theft cases. Under the new policing operational model, empowered by the synergy of “professionals + mechanisms + big data,” video investigation serves dual purposes: on one hand, it assists investigators in swiftly identifying and tracking suspects after thefts occur, reducing investigation costs; on the other hand, it leverages big data’s predictive capabilities to advance video investigation functions, enabling early warnings for theft cases, allocation of resources to verify suspicious individuals, thereby effectively lowering the incidence rate of theft cases.
