摘要

国内二手车市场规模不断扩大,里程篡改已成为行业普遍乱象,篡改手段日趋智能化、隐蔽化。当前调表车鉴定缺乏统一方法、量化依据与行业标准,鉴定结论主观性强,司法采信度低,消费者维权难度大。本文依托首部调表车鉴定相关团体标准编制实践与司法鉴定一线经验,梳理行业现状与痛点,构建电子核验、物理比对、历史验证三位一体鉴定技术模型,阐释标准条款设计、量化阈值及标准化作业规范等核心内容。结合试点应用成效,分析标准与技术融合的实践作用,针对行业短板提出优化对策。研究表明,新技术模型与团体标准协同应用,可有效解决调表鉴定乱象,助力机动车鉴定行业规范发展、完善二手车市场诚信体系。

Abstract

The domestic used car market continues to expand, with mileage tampering becoming a widespread industry issue, increasingly intelligent and covert. Current mileage tampering identification lacks unified methods, quantitative basis, and industry standards, resulting in highly subjective conclusions, low judicial acceptance, and significant challenges for consumer rights protection. This paper leverages the first group standard for mileage tampering identification, drawing on practical experience in standard development and frontline judicial expertise. It analyzes industry trends and pain points, establishing a triad identification model combining electronic verification, physical comparison, and historical validation. Key elements such as standard clause design, quantitative thresholds, and standardized operational protocols are elaborated. Through pilot application results, the study evaluates the practical impact of integrating standards and technology, proposing optimization strategies for industry shortcomings. Research indicates that the coordinated application of new technical models and group standards can effectively address mileage tampering identification issues, supporting the standardized development of motor vehicle identification and improving the integrity system of the used car market.
