摘要

在全世界范围内，安全生产监管趋于规范，安全生产标准化、职业健康安全管理体系渐渐成为保证企业安全运行的主要手段。它的主要价值不只是可以提高企业的风险控制水平，而且和员工的健康权益保护、可持续发展战略的执行情况有直接联系。安全生产标准化是用国内的法律法规为基础，主要对现场作业做精细化的控制，职业健康安全管理体系建立系统、国际化的风险管理机制，并按照PDCA循环管理模式，提出促进两者的协同优化具体措施，希望给企业创建一体化安全管理体系提供理论支持和实际参照，促进企业发展、提高安全保障能力。

Abstract

Globally, workplace safety regulation is becoming increasingly standardized, with occupational safety and health standardization and management systems emerging as primary tools for ensuring corporate safety operations. Their value extends beyond enhancing corporate risk control capabilities; they are also directly linked to protecting employees’ health rights and implementing sustainable development strategies. Occupational safety and health standardization is grounded in domestic laws and regulations, implementing refined controls over on-site operations while establishing systematic, international risk management mechanisms. Through the PDCA cycle management framework, it proposes concrete measures to optimize synergy between these elements, aiming to provide theoretical support and practical guidance for enterprises in building integrated safety management systems, thereby fostering corporate growth and strengthening safety assurance capabilities.
