实施健康优先发展战略，健全健康促进政策制度体系研究

Research on Implementing a Health-Prioritized Development Strategy and Improving the Policy and Institutional Framework for Health Promotion

摘要

健康优先发展战略是区域公共服务体系优化的核心导向，落地过程中常出现政策适配性不足、层级传导偏差、资源分配不均、供需错位等问题，其诱因涉及权责划分模糊、资源投入优先级不足、需求摸排机制不健全等。健康优先发展战略核心内涵可从民生服务覆盖、资源倾斜配置、发展考核导向三个维度界定，对应划定健康促进政策体系三类适配核验标准，厘清政策运行的层级传导、资源配置、供需匹配逻辑后，可从权责匹配、要素统筹、需求锚定三个方向完成健康促进政策体系的系统性优化。

Abstract

The health-first development strategy serves as the core guiding principle for optimizing regional public service systems. However, implementation often encounters challenges such as inadequate policy alignment, misalignment in hierarchical transmission, uneven resource allocation, and mismatches between supply and demand. These issues stem from ambiguous division of responsibilities, insufficient priority-setting for resource investment, and underdeveloped demand assessment mechanisms. The strategic framework encompasses three key dimensions: expanded coverage of public services, prioritized resource allocation, and performance evaluation metrics. Corresponding to these dimensions are three categories of verification standards for the health promotion policy system. By clarifying the logic governing hierarchical policy transmission, resource distribution, and supply-demand matching, systematic optimization of the health promotion policy system can be achieved through three key approaches: alignment of responsibilities, coordinated resource integration, and demand-driven targeting.
