摘要

实验室检测技术审查是保障检测结果准确性、可靠性与规范性的核心环节，直接决定实验室检测工作的质量水准与行业公信力。人员作为实验室检测活动的核心主体，其能力要素贯穿技术审查全流程，是影响审查结果科学性、严谨性的关键变量。本文明确实验室检测技术审查的核心内涵与人员能力要素的核心构成，从技术审查的样品管理、仪器操作、方法实施、数据处理、报告出具等关键环节，系统分析人员能力要素的具体作用，结合实操案例阐述人员能力不足对技术审查的负面影响，提出基于技术审查需求的人员能力提升路径，为实验室强化人员管理、提升技术审查质量提供理论支撑与实践参考，助力实验室规范有序发展。

Abstract

Laboratory testing technology review serves as the pivotal process ensuring the accuracy, reliability, and standardization of test results, directly determining the quality of laboratory testing practices and industry credibility. As the core participants in laboratory testing activities, personnel competency factors permeate the entire review process and constitute critical variables influencing the scientific rigor and validity of review outcomes. This paper clarifies the essential principles of laboratory testing technology review and the core components of personnel competency factors. Through systematic analysis of critical review stages—including sample management, instrument operation, method implementation, data processing, and report generation—the study examines the specific impacts of insufficient personnel competence. Practical case studies illustrate the negative consequences of competency gaps on review quality, while proposing targeted competency enhancement strategies aligned with technical review requirements. These findings provide theoretical foundations and practical guidance for laboratories to strengthen personnel management and improve review quality, fostering standardized and orderly laboratory development.
