摘要
针对以小功率短波发射业务为核心、内网独立组网运行,且整合办公OA、运行调度、视频监控、远程会议等多业务系统的 91628台站网运维场景,本文搭建了集内网安全防护与设施故障隐患巡检于一体的闭环运维保障体系。该体系以网络安全等级保护二级标准为基础运行架构,把网络行为审计、防火墙安全告警及前端设备运行状态监测等多类监测数据源,统一纳入运维工单管理平台实现集约化联动管控,形成以统一编码驱动的告警工单一体化流程,并以制度、培训与设备更新构建长效支撑。结果表明,该机制有效降低运维风险并提升处置效率,可为广电发射台站内网场景下的设备运维管理,提供具备借鉴价值与可复制的安全治理范式与实践路径。
Abstract
Focusing on the operation scenario of 91,628 transmission stations characterized by low-power shortwave broadcasting services, independent intranet networking, and integration of multiple systems—including office OA, operational scheduling, video surveillance, and remote conferencing—the present study establishes a closed-loop operation and maintenance (O&M) framework that combines intranet security protection with facility fault risk inspection. Built upon the Level 2 Cybersecurity Protection Standard, this system centralizes various monitoring data sources—such as network behavior auditing, firewall security alerts, and front-end device status monitoring—into a unified O&M ticket management platform for coordinated control. It establishes an integrated alert ticket workflow driven by standardized coding and provides sustainable support through policies, training programs, and equipment upgrades. Results demonstrate that this mechanism effectively reduces O&M risks and enhances response efficiency, offering a replicable security governance paradigm and practical approach for equipment management in broadcast transmission station intranet environments.
