Based on GBT 45420-2025, Analysis of Infrastructure Safety Hazards and Risk Classification Management for Special Industrial Enterprises
特种工业企业在弹药生产过程中有着高能量密集、高敏感物质集中、多工序耦合运行等特点,其安全风险有着隐蔽性强、突发性强、后果严重等特点。传统的安全管理方式大多依靠经验判断和事后控制,不能很好地识别安全隐患并实现前置化的分级管控。本文用分级标准来实现差异化控制策略的配置。建立专业的风险评定模型以及分级管控体系,可以增加弹药生产全过程安全管理的精细化程度以及动态响应能力,给特种工业企业安全生产给予技术支持和管理依据。
Special industrial enterprises involved in ammunition production are characterized by high energy density, concentrated sensitive materials, and multi-process coupled operations. Their safety risks exhibit strong concealment, high suddenness, and severe consequences. Traditional safety management methods mainly rely on empirical judgment and post-event control, making it difficult to effectively identify inherent risks and implement proactive hierarchical risk management and control. By establishing a classification standard, differentiated control strategies can be configured accordingly. The construction of a scientific risk assessment model and hierarchical risk control system can enhance the refinement level and dynamic response capability of safety management throughout the entire ammunition production process, providing technical support and management reference for safe production in special industrial enterprises.
