摘要

双重预防机制是以风险分级管控和隐患排查治理为两道防线的递进闭环,在数字化转型不到位的情况下,风险辨识依靠人工经验、排查存在时间盲区、风险和隐患数据割裂、整改追踪缺少自动升级等问题依然不同程度地存在。在对双重预防机制的核心逻辑和数字技术赋能路径进行梳理之后,根据化工行业典型的场景提出知识图谱辅助辨识、视频AI连续扫描、双重数据融合预警、超期自动升级这四种实施路径,试图把现场安全风险管控由被动应对转变为主动预防。

Abstract

The dual prevention mechanism constitutes a progressive closed-loop system comprising risk classification control and hazard identification/governance as two lines of defense. In scenarios where digital transformation is inadequate, persistent challenges remain—including reliance on manual experience for risk identification, temporal blind spots in inspections, fragmented risk/hazard data, and lack of automated rectification tracking updates. After examining the core principles of the dual prevention mechanism and digital technology implementation pathways, this study proposes four practical approaches tailored to typical chemical industry scenarios: knowledge graph-assisted risk identification, AI-powered continuous video scanning, integrated dual-data early warning systems, and automatic overdue update mechanisms, aiming to shift on-site safety risk management from reactive response to proactive prevention.
