化工园区基础设施系统化建设模式与运营管理优化路径探析

化工园区基础设施的系统化统筹建设与全周期运营管理提质,是保障化工产业高质量可持续发展、提升园区本质安全水平的核心支撑。本文从空间布局一体化、功能配置模块化、投建模式创新三大维度,系统提出化工园区基础设施系统化建设的实操路径,围绕智慧化技术赋能、第三方专业化托管、园区级一体化统筹三大层面,构建基础设施运营效能优化的完整策略框架。研究结果表明,系统化建设与精细化运营互为前提而相互支撑,共同构成化工园区基础设施全生命周期管理的核心内涵与关键抓手。
The systematic planning and coordinated development of infrastructure in chemical industrial parks, along with the enhancement of full-cycle operational management, serve as the cornerstone for ensuring high-quality and sustainable growth of the chemical industry and elevating the intrinsic safety standards of these parks. This paper systematically proposes practical pathways for the integrated development of chemical park infrastructure through three dimensions: unified spatial layout, modular functional configuration, and innovative investment and construction models. It further constructs a comprehensive strategic framework for optimizing infrastructure operational efficiency, focusing on three key aspects: empowerment through intelligent technologies, professional third-party management, and integrated park-level coordination. The research findings demonstrate that systematic construction and refined operations are mutually reinforcing prerequisites, collectively forming the core essence and critical drivers of full lifecycle management for chemical park infrastructure.
