摘要

特种设备作业人员培训考核体系的优化与创新,是提升行业安全治理效能、保障特种设备平稳运行的核心支撑。“三化”(标准化、规范化、信息化)培训考核体系作为特种设备安全管理的核心构成,通过将“三化”理念深度融入培训考核全流程,已构建起相对成熟的运行框架。但当前体系仍存在标准细化不足、流程衔接不畅、技术赋能不充分等问题,亟需通过完善标准体系、规范实施流程、强化技术融合等举措,全面提升培训考核质量,助力特种设备安全管理体系迭代升级。本文立足行业现状,聚焦“三化”培训考核体系创新路径,提出针对性优化策略,为行业实践提供理论参考与技术指引。

Abstract

The optimization and innovation of the training and assessment system for special equipment operators are the core support for enhancing industry safety governance efficiency and ensuring the stable operation of special equipment. As a key component of special equipment safety management, the "Three-Standardization" (Standardization, Normalization, and Informatization) training and assessment system has established a relatively mature operational framework by deeply integrating the "Three-Standardization" concept throughout the entire process. However, the current system still faces issues such as insufficient standard refinement, poor process coordination, and inadequate technological empowerment. It is imperative to improve the standard system, standardize implementation procedures, and strengthen technological integration to comprehensively enhance the quality of training and assessment, thereby facilitating the iterative upgrading of the special equipment safety management system. Based on the current industry landscape, this paper focuses on the innovative pathways of the "Three-Standardization" training and assessment system, proposes targeted optimization strategies, and provides theoretical references and technical guidance for industry practice.
