装备制造企业战略落地机制研究：基于目标拆解的实践路径与组织协同

Research on the Strategic Implementation Mechanism of Equipment Manufacturing Enterprises: Practical Approaches and Organizational Collaboration Based on Goal Decomposition

摘要

在全球化竞争与技术迭代背景下，装备制造企业普遍面临战略失真、目标漂移、执行断层等落地难题。本文基于行业实践总结与系统建模，构建以目标拆解为核心的战略落地“五阶模型”，覆盖顶层设计、目标拆解、执行联动、动态校准、文化支撑全闭环；明确“聚焦主轴、分层穿透、职责对齐”的拆解原则，适配产品线、区域、职能等多维度拆解路径，匹配 SMART、OKR、KPI等工具应用场景；进一步提出组织执行优化、激励文化重塑的具体机制，并结合实践验证成效。研究成果可为装备制造企业打通“战略-执行”链路、提升战略执行力提供可操作的参考框架，同时丰富了战略管理在高端制造领域的应用研究。

Abstract

In the context of global competition and rapid technological advancement, equipment manufacturing enterprises commonly face implementation challenges such as strategic misalignment, goal deviation, and execution gaps. Based on industry insights and systematic modeling, this study develops a five-stage model for strategic implementation centered on objective decomposition, covering the entire process chain from top-level design and goal breakdown to execution coordination, dynamic calibration, and cultural alignment. It establishes clear decomposition principles- “focusing on core priorities, layered penetration, and role alignment” -with adaptable approaches for product lines, regions, and functional units, while aligning with practical applications of tools like SMART, OKRs, and KPIs. The study further proposes concrete mechanisms for organizational execution optimization and incentive culture reform, supported by empirical validation. These findings provide a actionable framework to bridge the “strategy– execution” gap and enhance strategic implementation efficacy, while enriching research on strategic management in advanced manufacturing.
